GENERAL DEFINITION AND CONDITIONS OF WORK:
Performs difficult paraprofessional
work managing a public housing community; does related work as
required. Works under regular supervision. Supervises
other public housing employees.
This is light work requiring the
exertion of up to 20 pounds of force occasionally, up to 10 pounds of
force frequently and a negligible amount of force constantly to move
objects; requires standing, walking, fingering, climbing, stooping,
crouching, reaching, feeling, lifting, grasping and repetitive motions;
vocal communication is required for expressing or exchanging ideas by
means of the spoken word and for conveying detailed or important
instructions to others accurately, loudly or quickly; hearing is
required to perceive information at normal spoken word levels and to
express or exchange ideas; visual acuity is required for depth
perception, preparing and analyzing written or computer data, visual
inspection involving small defects and/or small parts, operation of
motor vehicles or equipment, determining the accuracy and thoroughness
of work and observing general surroundings and activities; not subject
to adverse environmental conditions.
ESSENTIAL
FUNCTIONS/TYPICAL TASKS:
Manages public
housing communities;
supervises staff;
inspects
property and apartments; enforces leases, policies and procedures;
collects rent; maintains paper and electronic files; ensures each
resident receives caring, courteous, prompt, efficient and quality
service at all times.

Responsible for ensuring the property(s) are maintained and operating
efficiently. Conducts routine inspections of grounds, buildings,
stairwells, playgrounds, common areas and utility and laundry rooms;
makes notes on conditions requiring attention; prepares work plans and
projects.
·
Inspects units prior to new tenant move-in to ensure the unit is ready,
conducts interim inspections as needed, ensures compliance with HUD and
UPCS standards, and transfer/post move out inspection so as to determine
the work needed to be performed and tenant charges to be incurred.
·
Ensures annual and interim recertifications are performed as required.
·
Oversees the occupancy function.
·
Monitors vacancy turnover (“key to key”) to ensure the units are being
prepared for new tenants in an expedited manner; coordinates work
between trades.
·
Prioritizes and dispatches work orders to maintenance staff.
·
Performs yearly HUD inspections on all public housing units and ensures
the units are in compliance with UPCS standards.
·
Establishes and conducts quality control and quality assurance checks on
the work performed via work orders.
·
Establishes pest treatment schedules for units.
·
Organizes and maintains a professional environment that enhances
customer service.
·
Supervises office personnel in program area; assigns duties; conducts
performance appraisals for assigned staff.
·
Monitors leasing activity, leasing records and vacancy rates for public
housing.
·
Schedules and conducts lease orientations for new residents.
·
Enforces lease requirements and conducts evictions when necessary.
·
Investigates and resolves complaints; conducts grievance hearings.
·
Represents HRHA in tenant court matters (ex: evictions).
·
Responsible for the maintenance and upkeep of HRHA vehicles on the
property(s).
·
Prepares letters, periodic reports, and closeout files.
·
Maintains paper and electronic files; updates and enters data.
·
Prepares, submits, implements and monitors public housing management
budget.
·
Responsible for the procurement activities within property(s), including
the Virginia Purchasing Consortium, and ensures compliance with
applicable rules and regulations.
·
Controls material/supply/equipment inventory submits capital asset list
to Finance annually.
·
Manages all contracts with vendors and ensures compliance within the
terms of the contract.
·
Maintains good relations with employees; the police department;
residents; and other community resources.
·
Develops and implements resident services; acts as a resource in linking
residents with appropriate services.
·
Responsible for compliance with PHAS, MASS, and RASS.
·
Interprets and implements federal and state regulations as related to
leasing functions.
·
Prepares annual data processing schedules for preparation of late
notices and delinquency reports.
·
Prepares semi-annual tenant receivable write-offs.
·
Oversees election of resident council officers; attends meetings as
requested.
·
Collects and deposits laundry machine funds.
·
Performs other duties as requested
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of real estate practices as they relate to the
Virginia Landlord and Tenant Act and the Virginia Fair Housing Laws, the
principles and practices of housing management and federal guidelines
governing assisted housing; ability to establish and maintain effective
working relationships with clients, general public, and associates;
general knowledge of modern offices practices and procedures; ability to
operate data processing equipment, keyboard, calculator, copier; general
knowledge of computer software programs such as MS Word or Excel;
ability to prepare and present information both orally and written and
clearly and concisely and to communicate effectively.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation
from an accredited community college with major coursework in business
administration, property management or a related field, plus extensive
experience in the assisted housing field with considerable supervisory
experience required.
SPECIAL REQUIREMENTS:
Must obtain certification as a public
housing manager and Accredited Residential Manager certification within
12 months of employment. Possession of a valid appropriate driver's
license issued by the Commonwealth of Virginia and insurable under the
vehicle insurance policy of the Authority. Personal transportation is
required.
