GENERAL DEFINITION AND CONDITIONS OF WORK: 

Performs intermediate paraprofessional work certifying and re-certifying applicants for eligibility for Section 8 assisted housing; does related work as required.  Works under regular supervision.

This is sedentary work requiring the exertion of up to 10 pounds of force rarely and a negligible amount of force frequently or constantly to move objects; requires fingering, stooping, walking, standing, reaching, grasping and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word and for conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and express or exchange ideas; visual acuity is required for color perception, operation of machines, preparing and analyzing written or computer data, determining the accuracy and thoroughness of work and observing general surroundings and activities; not subject to adverse environmental conditions.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Determines initial and continued participation eligibility in the Section 8 program; conducts annual and interim re-examination of participant information; assists participants and landlords with questions; maintains participant files; prepares reports as requested.

·         Interviews housing applicants/participants to obtain information needed to determine eligibility and suitability for initial and continued participation in Section 8 assisted housing.

·         Ensures applicants sign all necessary forms, papers and other documents testifying to the accuracy of the data submitted and release of requested information.

·         Obtains all pertinent information including third party verifications.

·         Verifies applicants/participants' income; reviews and analyzes data received; clarifies necessary data with applicants/participants; follows‑up to obtain data; calculates income and rent portions.

·         Performs criminal background checks.

·         Responds to inquiries about eligibility requirements for Section 8 assisted housing.

·         Schedules appointments; makes referrals to other agencies; notifies applicants of eligibility.

·         Updates applicant/participant files; adjusts rent payments.

·         Prepares HAP Contracts and move‑in packages; negotiates rents with landlords.

·         Enters data into computer concerning annual and interim re-examinations and moves.

·         Oversees portable billings receivables.

·         Assists supervisors in compiling reports and interpreting regulations.

·         Ensures landlords sign all necessary documents to ensure timely HAP payments; conducts landlord outreach services; mediate landlord/client disputes.

·         Conducts counseling sessions with clients.

·         Investigates allegations of fraud; prepares documents for informal and formal hearings.

·         Performs other duties as requested. 

KNOWLEDGE, SKILLS AND ABILITIES: 

General knowledge of the principles and practices of Section 8 assisted housing; general knowledge of Section 8 assisted housing eligibility rules, regulations and requirements; ability to establish and maintain effective working relationships with governmental officials, residents, the general public and associates; ability to analyze facts and to exercise sound judgment in reaching conclusions; ability to communicate ideas effectively both orally and in writing; and ability to remain organized. 

EDUCATION AND EXPERIENCE: 

Any combination of education and experience equivalent to post high school, trade or vocational school with major course work in administration, real estate or a related field.  Some experience in rental housing management or in determination of eligibility for program participation.  Section 8 or Public Housing experience preferred. 

SPECIAL REQUIREMENTS: 

Must obtain housing specialist certification within 12 months of employment.  Possession of a valid appropriate driver’s license issued by the Commonwealth of Virginia and insurable under the vehicle insurance policy of the Authority may be required.
