KDHAP (Katrina Disaster Housing Assistance Program)

HUD and the Department of Homeland Security/FEMA established the KDHAP (Katrina Disaster Housing Assistance Program) housing program in a joint announcement from HUD on September 23, 2005.  The KDHAP program went into effect October 1, 2005.

 

Persons Eligible for Assistance –

 

Ø      Displaced public housing residents and voucher participants from Louisiana, Mississippi and Alabama

Ø      Displaced families from other HUD assisted programs (for the elderly, disabled and project-based section 8)

Ø      Pre-disaster homeless individuals directly affected by the disaster

 

Program Requirements –

 

Ø      Must be administered by a local PHA that currently operates a Housing Choice Voucher Program

Ø      Participants must register with FEMA either on line or in person by December 31, 2005 and obtain a FEMA registration number

Ø      Participants must have spoken with a KDHAP Referral Call Center (RCC), 1-866-373-9509.

 

Program Provisions –

 

Ø      Provides housing assistance up to 18 months (at end of period family may be transitioned into the regular voucher program)

Ø      Suspends all income eligibility requirements

Ø      Provides security deposit assistance up to 100% of fair market rent (FMR) and utility connection assistance up to $325.00

Ø      Full rent subsidy (no family contribution) up to 100% of FMR for the local area

Ø      PHA coordinates transportation upon the family’s arrival in the local jurisdiction, secures temporary lodging and provides housing search assistance
