Community Development Manager

Starting Salary Range: $41,097/with full benefits

GENERAL DEFINITION AND CONDITIONS OF WORK: 

Performs difficult professional work managing homeownership and home rehabilitation programs funded through the HOME Investment Partnership Program and the Community Development Block Grant program; does related work as required.  Work is performed under general supervision. Supervision is exercised over program staff.

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions. 

ESSENTIAL FUNCTIONS/TYPICAL TASKS: 

Managing and coordinating homeownership and home rehabilitation programs; planning new construction of single family homes, ensuring the administration of program affairs; coordinating work with Director of Community Development and other departments; ensuring compliance with rules, regulations and policies of HUD, the City and Board of Commissioners. 

·         Administers and manages homeownership and home rehabilitation programs funded through the HOME Investment Partnership and Community Development Block Grant;

·         Develops and implements new housing programs to opportunities for low to moderate income homeowners;

·         Establishes and maintains housing program procedures, budgets, record keeping and reporting systems;

·         Prepares a variety of applications and program budgets; monitors expenditures; develops contracts and agreements;

·         Coordinates and manages all housing program activities and ensures compliance with all federal, state and local regulations and standards;

·         Monitors and approves contractor payments and loans, Prepares and presents loan and grant packages and other documents for Board approval;

·         Coordinates and manages Community Housing Development Organizations (CHDO) activities; reviews CHDO development projects, monitors CHDOs and other subgrantees

·         Coordinates partner activities such as credit counseling, home ownership counseling, forbearance agreements and other strategies to save loan and home ownership;

·         Acts as HOME/CDBG liaison with City staff; works with City staff on preparation of Consolidated Plan; represents the Authority on various committees and community development projects;

·         Seeks financial and other resources to expand home improvement products;

·         Prepares department’s goals and objectives and monitors performance; evaluates employee performance plans and reviews employee work performance;

·         Manages special community development projects;

·         Performs a variety of related activities. 

KNOWLEDGE, SKILLS AND ABILITIES: 

Thorough knowledge of the principles and practices of homeownership programs and  housing rehab; some knowledge of development of single family homes, thorough knowledge of housing finance practices; some knowledge of real estate acquisition and disposition practices; ability to write and deliver clear and concise reports; ability to analyze complex problems and develop comprehensive plans from general instructions; thorough knowledge of the laws, ordinances, rules and regulations pertaining to a public housing agency and public administration; ability to establish and maintain effective working relationships with federal, state and local officials; ability to plan, direct and coordinate the work of subordinates. 

EDUCATION AND EXPERIENCE: 

Bachelor’s degree in Business Administration, Planning, Real Estate, Architecture, Construction or a related field and extensive community development or housing program development experience. 

SPECIAL REQUIREMENTS: 

Possession of a valid appropriate driver's license issued by the Commonwealth of Virginia and insurable under the vehicle insurance policy of the Authority.
